Use of lake
Has anybody who doesn't live on the lake, ask a lake front owner if they could use their beach, for a fee? Leaving there boat in the water for the summer, in return paying for the use of it. Would this be way out of line to ask a lake owner?

In today's litigious society, probably. The owner would be opening himself to liability issues if someone slipped on the dock, etc.

There is no harm in asking. If legal concerns are a problem offer to pay for a lawyerized release.
